Draft Objectives 3 and 4 We particularly welcome the wording in draft objective 4 relating to responding to the challenges of climate change. These objectives link to protecting and enhancing the natural environment and it is important to consider the mutual crossover aspirations and implications of these objectives with objectives 1 and 2.

Social Sustainability A sustained shortfall in housing supply has led to high house prices and low levels of affordability, for both home ownership and private rental, and an undersupply of affordable and key-worker housing across Oxfordshire. It is recognised that this is placing a fundamental constraint on the ability to sustain continued growth of the arc's most successful economies. We fully support that providing affordable housing in a highly sustainable location would create social

Councillor Leffman indicated that it was important to recognise the changing needs of individuals as they moved through different stages of life and to provide an appropriate mix of facilities in both urban and rural areas. It was important to make provision for those in rural areas to remain in their communities as they grew older. Councillor Beaney expressed some concern at the intended provision of primary care services 'at scale' and Councillor Mead agreed that this would be detrimental to
