3.0 Potential Spatial Scenarios 3.1 HSL agree with the statement in paragraph 58 of the Consultation Document that; "The spatial form of development that emerges in the Plan is likely to follow a combination of the board scenarios outlined here. These overarching scenarios are not necessarily mutually exclusive and the preferred scenario is likely to involve a combination of these options." 3.2 HSL have the following views about the advantages and disadvantages of each spatial scenario. The production of a Joint Plan at the strategic level will enable Oxfordshire to deliver a step change in growth and to truly capitalise on the unique strengths and opportunities of the County.

Level of Housing Growth 2.2 We have reviewed the consultation documents and broadly agree with their content and the aspirations for Oxfordshire as set out. In noting that the content of the consultation documents is extremely high level we appreciate that this is only the very first stage of consultation on the Plan.
